Any malevolent use of chemical, biological, radiological and nuclear agents against persons and the environment, including the agro-food chain, is considered a CBRN threat. However, one of the most important threats comes from the spread of technical knowledge and capabilities that can enable subversive individuals or groups to build CBRN devices: hence, once again, the need for a strong security culture.
